RolePlay Rules
Role Playing
Players are expected to create unique characters with unique traits. These characters when they enter the city have no knowledge of worldly events or the other individuals that reside within the city.
All of your actions should have meaning. No random acts or events that fall outside of your character's story.
Your character's interactions should primarily facilitate other people's roleplay. Meaning it is the expectation to use words and player-to-player interaction primarily over other forceful means such as weapons
Respectful Environment
The following are strictly prohibited and will result in steep punishment.
Aggressive or disrespectful behaviors and actions.
Targeting, bullying, or toxic behavior.
Comments that do not promote a positive inclusive environment involving racism, sexism, homophobia, politics, suicide, or self-harm.
Minimum Punishment: Admin discretion.
Meta Gaming
Metagaming is defined as the use of information obtained outside of the game for use inside of the game, granting an unfair advantage.
Use of external communications like Discord / TeamSpeak.
No discussions outside of the city should affect your in-city actions.
Viewing “screenshots” or “recordings” (other players) should not result in character action if not obtained in roleplay.
Viewing other player's live streams while actively engaged in roleplay scenarios is prohibited.
Creating a character that is a relative to one of your other characters upon login (brother, sister, grandma, uncle, etc) is prohibited.
Minimum Punishment: 3-day ban.
In Game Meta Gaming
In-game Meta Gaming is no different from Meta Gaming, even it includes using information that an in-game character does not posses.
For example :
Identifying someone who is wearing mask or he is wearing mask and you hear his voice and identify him.
Out of Character
Players are never permitted to go Out of Character while in-game.
In the event, there’s an issue, completely role-play out the scenario and player report if needed. Do not break character / inform the player they are breaking a rule in-game.
Do not do actions in the game to bait others into breaking roleplay.
The use of voice chat in-game is strictly in-character.
OOC Chat is restricted to RP stopping technical issues only and is for things that cannot be handled in a support channel through Discord.
Notifications of game-breaking mechanics or actions affecting roleplay are proper uses of OOC chat. (the character is invisible / car is bugged or glitched)
Roleplay shouldn’t be stopped or become less serious before a restart; it should continue as normal.
Minimum Punishment: 3-day ban.
Using OOC / LOOC for Pausing or Stopping RP
OOC (Out of Character) or LOOC (Local Out of Character) communication should only be used in specific circumstances. These include:
● Technical Issues: Such as power outages or internet connectivity problems.
● Extreme Cases: For instance, situations involving toxicity or other severe disruptions, after warning the other party in OOC / LOOC.
Important Guidelines:
● Strong Reason: Always have a compelling reason for not continuing a situation in RP.
● Avoid Server Rule Violations: Ensure these situations are not common occurrences and do not disrupt the server rules.
Power Gaming
Using means not in-game to gain an advantage or not attempting to fit into the world in a sensible way
Talking/Organizing/Calling out locations while downed.
Finding the quickest way to make money, rather than roleplaying around the mechanic.
Avoiding the use of the “Put in vehicle” command. Escorting people while in vehicles.
The use of /me and /notes should be used as much as possible to help aid your scenarios.
Driving at unrealistic speeds with no character reason over and over.
Government employees did not obey road laws.
When you’re down and incapacitated you do not have access to your inventory; meaning you cannot access & drop items to the ground.
If you’re downed, you’re downed; on-going scenarios stay on-going however, if you’re downed and revived (via grandmas or ems) you’re not to re-engage in the on-going (original) scenario.
Killing players who have complied with your demands.
Forcing players to perma-death.
Dropping unconscious players off in a location not accessible to emergency services.
Minimum Punishment: 3-day ban.
Roleplaying Death / Perma Death
Players may not "respawn" off of an active roleplay scene. The only time respawn may be utilized is when there is no active roleplay with no police or EMS able to respond to your scene.
Players will never be forced to roleplay the death of their character by another character. This would be power gaming.
Players who opt to perma-death their character will be admitted to the hospital permanently. It is the expectation that the player then delete this character immediately and create an entirely new persona. Failure to delete your character or create a character with the same persona as the previous one will result in a character wipe and a permanent ban for failure to comply.
Minimum Punishment: Admin discretion.
Cop Baiting
It refers to when a player intentionally acts in a way that provokes police officers (played by other players) into chasing, confronting, or interacting with them without a valid in-character reason. This behavior is generally frowned upon as it disrupts the flow of roleplay and forces law enforcement players into unnecessary or unrealistic situations.
Combat Log / Purposeful Disconnect
When in an active scene, disconnecting to avoid punishment is against the rules. Accidental crashes should be communicated via Discord if unable to log back in. This includes:
F8 quit
Alt-F4
Pulling the plug on your router or computer
Throwing your computer out of the window
Deleting System 32
Minimum Punishment: 2-day ban.
Rejoining/Re-Injecting Roleplay Scenes
Once you have cleared the scene you may no longer re-inject yourself into that RP scenario. Clearing the scene is defined as traveling more than 1 block away from the immediate area and breaking line of sight from those involved without being followed or pursued. This includes:
Driving away or leaving the area of a scene.
Disconnecting and coming back with a different character
Constantly driving back and forth in front of a roleplay scene after abandoning the scene.
Minimum Punishment: Admin Discretion
Exploiting
The following are strictly prohibited and will result in steep punishment.
Utilizing emotes for unintended game mechanics.
Use of any mechanics or systems to duplicate items.
Modifying game files to have unintended mechanics occur within the city.
Cheating to obtain items or money through “out-of-city means.”
Disconnecting to be revived again
Selling Police and EMS equipment.
Minimum Punishment: 1 month and character nuke (asset removal).
Deathmatching (RDM/VDM)
Shooting, injuring or killing another player without proper means of roleplay.
Utilization of guns (or other lethal mechanics such as vehicles) versus words with no proper initiation. Example : You suck! pew pew pew There should be some roleplay and conversation along with very strong reasons as buildup prior to lethal interactions.
No recognizable reason to reference for your players actions.
Minimum Punishment: 1-week ban.
New Life Rule (NLR)
If you are downed and respawn at the hospital your character forgets the immediate events leading up to being downed in the current scenario. You may not respawn if you’ve been advised that police or EMS is on the way to your scene.
You must try and contact medical help of some sort while incapacitated.
Rulesplaining
Do not explain the rules in character. “You’re not really valuing your life right now”, “I have a gun to your head, ahahahaha. This guy.” There are better ways to handle this, “I’m gonna shoot you in the head if you keep moving”. Report people who break rules and those who don’t value their life—shoot them, then report them. Do not ruin your RP experience for people who break the rules—admins will sort them out.
Character Blurring
It refers to when a player mixes the traits, knowledge, or personalities of their multiple in-game characters, effectively "blurring" the lines between them. This disrupts the roleplay experience because each character is supposed to have a unique identity, backstory, and perspective. Blurring undermines immersion and often leads to metagaming (using out-of-character knowledge inappropriately).
Examples of Character Blurring
Sharing Knowledge Between Characters
One of your characters learns a secret (e.g., the location of a gang's hideout), and another of your characters somehow knows it too, even though they were never involved in the situation.
Conflict of Interest
Having two of your characters involved in opposing groups or factions but sharing information between them to gain an advantage.
Example: One character is a gang member, and another is a police officer; you use knowledge from the gang character to inform your actions as the cop.
Low Effort RP
It refers to roleplay that lacks depth, creativity, or meaningful interaction, often coming across as lazy, unengaging, or disruptive. It can negatively impact the experience of other players because it breaks immersion, reduces storytelling quality, and undermines the collaborative nature of roleplay.
Examples of Low-Effort RP
Minimal Interaction or Dialogue
Offering one-word or generic responses in conversations without adding any substance to the interaction.
Example: Responding to an in-depth question with a simple “Yeah” or “Whatever” instead of engaging in meaningful dialogue.
Skipping Consequences
Ignoring realistic outcomes of actions or failing to roleplay injuries, fear, or emotional reactions.
Example: After being shot, immediately running around or acting like nothing happened.
Breaking Realism / Serious Roleplay
The following are strictly prohibited and will result in steep punishment.
Vehicle Scenarios
Use of jumps / ramps.
Taking sedans or small vehicles up inclines. Only SUVs/Trucks/Offroad equipped vehicles should operate in hills or mountainous terrain.
City vehicle speeds should not max-out. Vehicle speeds should remain under 80 within city limits.
Ramming your vehicle into other players or vehicles with no intent of roleplay.
Use of helicopters or planes at low altitudes in the city.
Player Scenarios
Using any character model other than the default customizable one.
Not appropriately roleplaying your injuries when shot/hit/hurt
Being completely okay and commencing violent situations after being shot/knocked out/downed/killed
‘Pausing’ situations for trivial/any reason other than serious technical issues. No pauses due to rule-breaks or confusion.
Minimum Punishment: Admin discretion
Use Vehicles Realistically
Avoid jumping ramps, flipping vehicles, or driving off cliffs unless it's part of a roleplay scenario (e.g., a stuntman character).
Don’t treat vehicles as indestructible. If your car crashes or flips, roleplay the damage and the consequences.
Not Valuing Life (NVL)/No Fear RP
Not realistically fearing for your life when you are threatened with weapons or severe harm from other means.
Antagonizing gangs/police or armed individuals for no character reason.
Players should not be inserting themselves into ongoing situations or shootouts, between two groups or one group and the police.
Minimum Punishment: 1-day ban.
Fail RP/Low Effort Roleplay
You are expected to put effort into your role-play
Always shooting, and running from police in situations where it isn’t called for may be considered low-effort RP. For example: Running from a traffic stop where you would only be getting a speeding ticket.
Cop baiting is not allowed. Do NOT intentionally try to get pulled over or chased.
Using NPCs, like the shop clerk as a hostage is considered low effort. Find a hostage and provide that interaction for others.
You may not run up and vulture [Random Stealing] pockets of anyone who is on the ground as part of a scenario you are not involved in. Please respect others’ Role-play.
Without any role-play, you can't loot anyone's car trunk. This is also considered a Random Looting.
Trolling/baiting is the deliberate act of performing certain actions to provoke a reaction. We have a very clear list of what we consider trolling, but we advise using common sense as trolling is a very broad subject, and it is not practical to list everything. We consider the following trolling: running around people who are trying to roleplay, throwing yourself in front of vehicles, blocking people with your car without RP, jumping off buildings, bombarding people with messages, and playing soundboards/voice changers in-game without RP and in our discord channels. Depending on the severity, a violation of this rule could lead to a permanent ban without appeal.
Partaking in ANY criminal activity 15 minutes (in real-time) before or after a scheduled restart is considered "Fail-RP". Server restarts are static and unchanging so ANY activity can be properly planned and thus properly concluded.

When your communication devices have been stripped from you, then all communication is to be made through proximity/direct [voice] chat. Continued use of the radio would be considered Fail-RP.
Baiting is not allowed. Baiting for the sake of a gunfight is not considered roleplay. A few examples of baiting are: doing donuts around the police to provoke a reaction, robbing a gas station only to start a gunfight, and standing on top of somebody’s car without any RP to get a reaction from the owner.
If EMS is on duty and you fail to use the service by bringing someone to Pillbox yourself, this is considered 'Fail-RP’ as you are removing EMS roleplay. The exception to this is if you get no response from EMS after 3 minutes.
When you are downed; You cannot communicate with anyone while downed. You are supposed to be hurt and must always speak/act as if you are hurt. If the cause of you being downed is from a non-lethal weapon, ex. Fists, then you may speak. If you are downed by a lethal weapon, guns/knives, then you may not say after a few seconds of being downed.
If you decide to put your character into the ICU (intensive care unit) at Pillbox, then your character will be in ICU for at least 24 hours in real time. To exit the ICU, you must wait until a qualified EMS clears you to leave Pillbox.
After an incident where players have sustained fatal injuries and are down, if EMS responds and provides 'booster shots' to allow them to get into the ambulance for transportation, you are still considered down. You must still receive treatment.
When kidnapping, mugging, and/or executing someone you must provide high-quality roleplay. There must be a logical and good reason for it to take place. Camping locations to perform these acts is considered “Fail-RP”.
When mugging someone you may not pocket wipe them and only take items of critical roleplay importance, out of their current inventory. This includes but is not limited to weapons, ammo, and armor. Mugging someone to maximize monetary gain is not considered quality roleplay. Before you rob someone, ask yourself: "Why am I robbing this individual, and how does this progress my story?" - outside of “I need this thing”
You cannot involve yourself in a situation that is already going on between two parties. For example: if PD has an ongoing situation with another criminal group, you cannot get involved in any way whether it is a chase or Code red.
Safe zones
Areas like Pillbox and surroundings, PDM, Legion Square, etc. are safe zones
No roleplay scenarios of any kind may be initiated in safe zones
Players should not be in safe zones unless necessary - no loitering, do what you came to do and leave.
Criminal Activities
Criminals to partake in criminal activities are limited to 5 players max at a time.
As an example of where it's allowed to have more than 5: If a group of 5 people do hostile actions at a group larger than 5, they are all flagged for that role play scenario & can role play naturally.
Relaying information to or between characters (lookouts, radio communications) counts you as part of that scenario.
Choosing shooters/grinders over roleplayers is not acceptable.
Whenever characters are brought into police custody and a second group of 5 is formed to attempt a prison break or transport break, that second group is not allowed to intervene until the prison transport begins. Doing so with small weapons or an unthought-out plan is also NVL.
Players wishing to smuggle items ‘into’ the prison are allowed to do so by in game-mean(s) however, are required to have a logical RP reason for the need/want to put their lives at risk.
You are not allowed to resupply during an active scenario.
You are not allowed to interfere with other parties’ scenarios once they have started.
When an individual is arrested & is being processed (meaning they’re in transport or are already at a police station for processing) and a server restart hits; they’re required to turn themselves back into the police to continue the roleplay upon getting back into the server ((after a restart)).
Gang Rule & Basic Guidelines InformationGang Turf Defense & Offense-
What is considered my turf? Whatever is allotted to you by the Syndicate/Brothers of Destruction.
Who & how many can defend your ‘turf’ from an opposing gang attack? As many gang members as are present on the turf may engage in defending it from an opposing gang attack.
How many users can ‘attack’ the ‘turf’ of another gang? The number who can attack is 5; you can reference back to the current rule of 5 already listed in the official rules for any detailed information.
How do you start a gang ‘turf’ war? Starting a gang war should be ‘lead up to’ or ‘large RP’ meaning simply because you ‘can’ start a conflict does not mean you should without a reason (i.e. cost/benefit).
Gang Rules:
A Gang Hunt is valid only when there is proper reasoning behind it. The Gang who is planning a Hunt must have a proper reason and must inform the other Gang before declaring the Hunt.
STRICTLY PROHIBITEDNo torture or suicide roleplay.
No forced sexual or rape scenarios.
Nobody dumping or body shaming.
No violating a female player’s dignity in any way (verbal or non-verbal)
Miscellaneous RulesCharacters must have realistic names. No blatant sexual puns or unrealistic names, no political names.
No intentional cop-baiting or forcing cop interactions.
No stealing emergency service vehicles.
No robbing or kidnapping of Law Enforcement or EMS. These individuals may be held up but not robbed.
Don’t just go around robbing players. This is unfun and makes you a punk. Don't be a fun sponge. Camping at locations with the intent to rob anyone who shows up will not be allowed.
Player reports should occur out of RP. This is outlined below.
In-game luxuries including weapons, cars, and money should not be traded using IRL Money as it will result in a Character Wipe.
If the Syndicate (or equivalent) executes any character, the character gets perma-death (OOC: character wipe)
Anyone found Exploiting any sort of Bugs will get Permanently Banned From the Server.
Bounty Hunter RP is only allowed when done with proper progression and must have a proper reason for it. It should be prohibited in random/casual situations.
Reviving at Granny does not remind you of Everything and you still have to roleplay not knowing the situation. Someone has to remind you organically of the situation for you to remember.
Loophole Exploitation: Any attempts to exploit or find loopholes in the rules will result in a one-week ban.
If any player expresses discomfort with toxic behavior, the offending party must cease the behavior immediately upon request.
Players can utilize the out-of-character (/OOC) chat function to communicate and request the cessation of toxic behavior.
No fake police.
Anyone caught attacking the PD (Police Station) or the City Hall (Court House) will be declared a TERRORIST and shall be Permanently Jailed.
Minimum Punishment: Admin Discretion.
Rule of Five
Any situation involving two parties (not including Police/EMS) is limited to five people per party, with a few possible exceptions:
Store robbery and house robbery have a maximum player limit of 2 individuals.
For all other types of robberies, the maximum player limit is 5.
Police may respond to situations with a numerical advantage i.e., If the number of criminals involved is (n) **then the police response would be [(n) + 2 ].
Reporting Players
Player reports should primarily occur OUT OF RP. This is to ensure that situations are able to be looked over and analyzed effectively by our Leadership team. The following reports should occur in game through the use of /report…
Blatant RDM / VDM
Blatant OOC that is disrupting players' experience
Hacking
Reports of scuffed or broken player mechanics
THESE REPORTS SHOULD NOT OCCUR IN OOC CHAT.
Other infractions such as (but not limited to) “breaking realism” or “metagaming” should be reported on the Fame City Roleplay official Discord by creating a ticket - regardless of the rank of those being reported. These reports should include screenshots or videos to provide full context to our Leadership team for review. Reports not including photo or video are harder to action on. These infractions should not cause you to break character - you must continue with the roleplay as our server is entirely an in-character environment. A solution to this would be to remove yourself from the active scenario and file a report accordingly.
Rule on Keybind Usage and Powergaming
Using keybinds to do things like quickly recover from falling (anti-ragdoll) or spam emotes is not allowed. This keeps the game fair and realistic.
Anti-Ragdoll Keybinds: Don’t use keybinds to quickly stand up after falling.
Emote Keybinds: Don’t spam emotes with keybinds or use them in unrealistic ways. Consequences: Breaking these rules can lead to warnings, strikes, or bans
Minimum punishment: Permanent till fixed/Admin discretion
Exceptions: Keybinds approved by the game or for accessibility reasons are okay but must be clearly explained. These rules help everyone enjoy a fair and immersive game.
Perma-Death
Under no circumstance can you force someone to perma their character?
If your character is downed and you decide it’s time for permadeath, all you need to do is role-play the scenario out with EMS when they find you.
You may use the /me command to give the EMS/Doctor characters the right indicators. Example: “/me has no pulse.” leading towards “/me has died due to their injuries.”
You cannot continue RPing on that character after you RP'd out a permadeath situation with them.
Emergency Services
Being a corrupt EMS is not allowed.
Once you are handcuffed and brought to Pillbox/MRPD the scenario is over.
You can’t take somebody hostage to trade them for the suspects at Pillbox/MRPD.
You can’t start a shootout at Pillbox/MRPD to break out suspects in custody. You have to understand and be mindful of how these situations impact the entire city when Pillbox is under lockdown due to something like this.
You cannot break someone out of police custody.
You are not allowed to steal emergency vehicles unless you manage to obtain one via a roleplay scenario. This does not include holding up EMS or PD workers to gain the vehicle without prior roleplay behind it.
Allowed: Providing medical assistance and transportation.
Not Allowed: Participating in criminal activities such as kidnapping or murder. EMS personnel are further restricted from performing surgeries or actions that may endanger a person's life or involve the removal or smuggling of body parts.
EMS personnel may engage in minor forms of corruption, such as accepting rewards for special medical assistance.
Robbing every player you see does not benefit the role-play on the server.
Robbing players should be well thought out and uncommon. It should not be part of your role-play that your character robs people cause he’s a scumbag.
Chain robbing the jewelry store, convenience stores, houses, and banks is not tolerated. Chain robbing is defined as continually hitting the same location over some time while not attempting to engage in role-playing with law enforcement.
Tsunami warnings appear 30 minutes before they occur, a tsunami warning should signal a hold on Bank Robberies, Vangelico hits, and convenience stores. It is not permitted to hit these locations while a tsunami is approaching.
Robbing someone while they are AFK will result in a ban. ● Initiating RP to rob a person is not allowed. ● You Can't Ask Anyone to Give Their Whole Bank Balance While on Gunpoint (Loopholes = Ban )
Scam Rp Is Allowed up to $200,000/- ONLY
Criminal-LEO Interactions
You may kidnap LEOs given there is reasonable RP.
You may not kidnap an LEO who is already actively RPing in a scenario you are not involved in.
You may not rob a cop; they are not your loot cows or your armory.
You are expected to be mindful of LEO's presence. If you are aware that the active LEO presence is lacking, you should not take advantage of the fact.
Example:
If you did two store robberies and no police have turned up, don’t do the next one. Wait an hour before attempting to do another one
Nobody is allowed to teach the Police what they need to do in a situation in RP. If a police officer is doing something wrong please complete the whole situation and then contact Support to clarify the situation. There are many rules which are different for Police as compared to Civilians.
Think twice before initiating a Code Red (shootout) situation. You need to have a significant reason in character to start a shootout with the Police or it may be considered Fail RP.
Using Police Weapons by civilians, gangs or anyone other than officers will lead to a serious ban.
Police Rules
Allowed: Accepting bribes for minor offenses or releasing suspects.
Not Allowed: Tampering with evidence, smuggling PD equipment, planning or participating in criminal activities such as kidnapping or murder. Additionally, any seized material must not be smuggled or provided to outsiders. PD members are strictly prohibited from framing individuals, creating fake warrants, or making false allegations for personal benefit.
Department of Justice Rules:
Allowed: Handling legal cases while upholding justice. Conducting internal investigations to root out corruption.
Not Allowed: Direct involvement with criminal organizations, planning or participating in criminal activities such as kidnapping or murder. DOJ members are also prohibited from framing individuals or creating fake warrants.
Additionally, DOJ officials may accept bribes for facilitating legal proceedings, easier paperwork, or influencing court decisions.
Verbal/Digital Content Permission
As this is an 18+ server, abusive words are allowed in RP. People abusing you in RP are doing that to your character and not you, so we expect a basic understanding and maturity between the parties roleplaying.
Being toxic on stream, YouTube chat, discord, or in people's DMs is not tolerated.
You cannot play copyrighted music unless you have everyone's permission in the scenario. You cannot play at government places such as Pillbox/PD etc.
Leadership Authority Disclaimer
At any time, FCRP Management has the authority to override the rules outlined above in the efforts to generate RP scenarios or facilitate special events in the city. These events will be notified to the staff team before they occur to ensure that admins are not intervening.
Management holds the right to modify the server rules at any point in the interest of roleplay and the quality of life on the server. Management has the final say when it comes to banning contests, player reports, or any general conflict. Rules may be added, removed, or changed at any point, without notice.
